This is one of those odd cards in Dominion that is difficult to wrap your hand around what is going on when you play it. But essentially when you play it, it is essentially allows you to use an action card in your hand twice. So if you had a village, and you throne room your village you get +2 cards and +4 actions. It can be very powerful if you combo it with specific cards, and obviously it is useless by itself.
